HQ: Can your neighbors celebrate too much?

HQ: Jerry is a surgeon and when he’s not on call, he’s usually scheduled to be at work by 6am. His next door neighbors to the left seem to live for the 4th of July. They shoot fireworks practically all day for the entire week. He asked them to please stop at 11pm so he can be properly rested to perform his duties. They ignored his request the previous year. If they’re shooting fireworks at 1am again this year, should he do anything, or suck it up?
